A [statement]( on the president’s Twitter account urged soldiers to lay down their arms and called for dialogue, but it remains unconfirmed if Kaboré posted the message himself. Frustration had been mounting in the country since Kaboré’s November 2020 reelection, at his inability to stem the spread of violence by groups linked to al-Qaeda and ISIS that have left thousands of people dead and displaced more than 1.5 million others. Norway The Taliban are in talks with Western diplomats for the [first time in Europe]( since the group took control of Afghanistan’s government last August. The closed-door meetings with representatives of the US, France, Britain, Germany, Italy, the European Union and Norway are taking place in the Norwegian capital Oslo. The Taliban have been demanding that the US and other Western countries release [$10 billion in frozen assets](, as the country faces a humanitarian crisis. Ahead of the talks with the Taliban, Western diplomats met with Afghan women’s rights activists and human rights groups to address the current situation in Afghanistan. France France’s ["vaccine pass" requirement]( went into effect on Monday. The pass will only allow those who are fully vaccinated, or have recently recovered from COVID-19, access to public spaces including bars, restaurants and inter-regional transport. People who have simply tested negative for the coronavirus, and who were covered under the country’s “health pass,” will no longer qualify.
