The delay in passing the $61 billion aid package for Ukraine earlier this year led to dire battlefield conditions. Ukrainian forces ran low on munitions, allowing Russian forces to make gains. Officials have blamed the monthslong deadlock in Congress for Russia's ability to take more territory. Since receiving renewed funding, the United States has provided military support to Ukraine, which has bolstered their forces and contributed to their actions in the Kursk region of Russia. Ukrainian forces crossed the border five weeks ago, resulting in the occupation of Russian territory for the first time since World War II.
