Will Richmond | Managing Editor Communities & R.I. [@Will_Richmond]( Good morning, I'm Will Richmond at [The Providence Journal]( and this is the Daily Briefing. I found myself drawn into the scenes from North Carolina this weekend and towns in the western part of the state found themselves dealing with devastating floods. While Rhode Island has been fortunate to avoid such extreme flooding there are plenty of us that remember the floods of 2010 or even more recently the downpours in recent years that led to localized flooding at various locations throughout the state. And in some neighborhoods, flooding happens more frequently than others. Among those are neighborhoods along the Pocasset River in Johnston and Cranston, but help could soon be on the way. [The Journal's Alex Kuffner has the latest on the federal buyout program that will give homeowners a chance to leave their flood-prone homes, along with similar programs that could help more homeowners across the state.]( ⢠Across the country parrot surrenders are on the uptick and Rhode Island is no stranger to the problem. Fortunately, organizations such as Foster Parrots in Hope Valley and [Rhode Island Parrot Rescue in West Warwick]( are here to help take them in. But it's reaching a point where there's only so much they can do. [15_Parrots_09272024 .JPG] Amanda Coleman, sanctuary director at Foster Parrots and The New England Exotic Wildlife Sanctuary, whispers to Kokomo as she strokes the Sulphur-crested cockatoo during a tour of the sanctuary. Kris Craig/The Providence Journal [The Journal's Jack Perry has more on the trend that is leading to more parrot surrenders and what's being done locally.]( ⢠Providence Mayor Brett Smiley believes a new federal grant announced on Monday could make a difference in improving how Rhode Islandâs capital city manages the tens of thousands of tons of waste it generates every year. [The Journal's Alex Kuffner explains how.]( ⢠In the search to create affordable housing towns are looking for any and all options and in South Kingstown that means potentially turning a pair of schools that are no longer in use and a historic property into housing. [The Journal's Jonny Williams has a look at what's being proposed and the town's next steps.]( ⢠The Providence Journal is putting you to the test to decide who has the best high school logo/mascot in the state. This March Madness-style competition pits all the schools that compete in the Rhode Island Interscholastic League as well as the private schools in Rhode Island that compete in other leagues against each other until one remains. [Vote now until Oct. 11 to determine the top 28 vote-getters who will then compete in a bracket-style competition until one school is standing.]( More from The Providence Journal [Find the latest obituaries here.]( [Subscribers can read the eNewspaper here.]( WORTH A READ ðº [6 important things to watch]( at the Tim Walz-JD Vance debate â´ï¸ [A port strike could cost the economy $5 billion per day]( here's what it could mean for you ð¥ [Ralph de la Torre is out at Steward Health Care]( files lawsuit against US Senate committee RHODY RANKS Every day we receive emails ranking Rhode Island.
