Pittsburgh, for example, recently shut down a church-basement facility that sheltered 125 to 200 people on the coldest nights, after nearby merchants complained about drug use and crime. It opened a smaller shelter elsewhere that is always full, and there are now about 100 more people living on the cityâs streets than there are available shelter beds. In San Diego, officials want to close a shelter in an events space while they try to find another place for the several hundred men who live there, including possibly converting an old army barracks. Inflation, spiraling real-estate values, the end of pandemic-era eviction moratoriums, and a scarcity of the supportive housing many homeless people need are fueling the crisis.
