He told residents about how he had grown up poor, and how he had experienced things that only poor people know: how to ration insulin when you can’t afford more, for example. For the majority of the campaign, Mr. Booker — an unapologetic progressive with a system-upending platform reminiscent of Sen. Bernie Sanders of Vermont — was generally regarded as a long-shot underdog. His opponent, Amy McGrath, raised at least $40 million more than he did. But, in the autumn of his campaign, the Black Lives Matter movement erupted into the national conversation and lifted his platform up with it. His self-described populist message was, for many Democratic voters, enticing when compared to his moderate opponent. Shortly after the election in late June, Mr. Booker founded an advocacy organization called Hood to the Holler, named after one of his campaign catchphrases that aimed to unify white, rural voters with their urban Black counterparts. I caught up with Mr. Booker to talk about his new organization and about why people in predominantly white, Appalachian counties may have more in common with urban, Black Kentuckians than one might expect. This interview has been lightly edited and condensed for clarity. WW: Tell me a bit about the name, Hood to the Holler. CB: I ran on many accounts an improbable race for U.S. Senate, but it was built on the work that I’ve done in every level of government, in spaces where no one looks like me. So ‘Hood to the Holler’ really became the rallying cry for folks that feel like the world doesn’t see them, they feel like politics doesn’t account for them. We are talking about issues that people don’t typically talk about, and we’re doing it from a place of acknowledging the truth: that our enemy is not one another. We are fighting so many of the same battles, so let’s fight them together. The momentum from the campaign was so incredible, and this is a testament to that. WW: What are some of the bonds you see between urban Black Kentuckians and rural whites? CB: One of the main similarities that I like to make clear is that poverty is generational for both for us. We’ve both been mistreated and disregarded. We’ve both seen the decline of industries where jobs left and never came back. Our communities have essentially been abandoned. Because of that, there’s a lack of access to the essentials we need to survive. You know, I go into a lot of rooms where nobody else looks like me, and no one is talking about people who look like me. If they are, I’m a statistic on a piece of paper. In order for us to build new coalitions to address these issues, we have to be able to see one another. We have to be able to come out of our corners, and Hood to the Holler is our charge to do just that. WW: So, I have to ask about President Trump, because I wonder how you’ll navigate his role in these communities. You have Louisville and Jefferson County, where he lost by about 50,000 votes in 2016, and then you have Appalachian counties, where he won in a landslide. You’ve made clear that these communities have a lot in common in how they’ve been subjected to generational poverty, but I could see the President being a pretty divisive issue. CB: That’s another reason why this movement is so important and so powerful, because I had folks who voted for Trump who also organized for our campaign, and it was because our message is very populist. It’s focused on people. I think a lot of folks heard in Donald Trump someone speaking to them, and they felt invisible before — they felt like no one ever cared about them. And our utilities are high, and we’re breathing air and drinking water that are contaminated, and industries are profiting from our pain. This is about fighting for families and investing in us so we can have good jobs for a change. People get that. WW: So how did Hood to the Holler, the advocacy group, come to be? CB: In 2014, I became Director of Personnel and Administrative Services for the Kentucky Department of Fish and Wildlife, which has close to 700 employees when you include seasonal and temp workers. As a director I was one of just a couple people of color in the whole department. For that job I had to travel the state, and there were a lot of people that would say, “He’s not one of us, he doesn’t look like us, he doesn’t come from where we come from.” And so to break down those barriers, I would tell my story. Every time I did, we would see how much we have in common — it never failed. For me, that was the thrust behind my Senate campaign. So when the primary came and the results did not go the way we wanted, the question was: How do we keep this going? I always said it wasn’t about me. It was never about just one election. It genuinely is about transforming the future for Kentucky and places like Kentucky. One of the big things that we’re going to do with organization is re-enfranchisement. I was the lead sponsor in the State Legislature for a bill to restore the voting rights for most people with felony records. I feel like getting people the tools they need to vote is one of the most important things you can do, and since Kentucky has been one of the most disenfranchised states in the country, we have a lot of people who live in communities like mine who are dealing with generational poverty and don’t have a voice. CB: So one of the powerful parts about our campaign is that we activated a really big network of volunteers across the state. We empowered them to organize their own networks. People became organizers for their families, for their churches, for their basketball team. Now that we already have this big network, we can deploy them. I realized that I have a responsibility and a unique opportunity here. I’ve been able to build a coalition with labor, establishment leaders, young organizers, miners, farmers, public employees — all people demanding system-level change.
