Good morning and welcome to On Politics, a daily political analysis of the 2020 elections based on reporting by New York Times journalists.
The White House steps up pressure on China, Betsy DeVos redistributes the wealth (to the wealthy, her education opponents argue) and the mask wars intensify. It’s Thursday, and this is your politics tip sheet.

Where things stand
- With President Trump striking an increasingly confrontational pose against China, Mike Pompeo, the secretary of state, announced on Wednesday that the [United States would no longer recognize Hong Kong](~/AAAAAQA~/RgRgsh7DP0T1aHR0cHM6Ly93d3cubnl0aW1lcy5jb20vMjAyMC8wNS8yNy91cy9wb2xpdGljcy9jaGluYS1ob25nLWtvbmctcG9tcGVvLXRyYWRlLmh0bWw_Y2FtcGFpZ25faWQ9NTYmZW1jPWVkaXRfY25fMjAyMDA1MjgmaW5zdGFuY2VfaWQ9MTg4NzUmbmw9b24tcG9saXRpY3Mtd2l0aC1saXNhLWxlcmVyJnJlZ2lfaWQ9Nzc2NzQ5NTImc2VnbWVudF9pZD0yOTQwMCZ0ZT0xJnVzZXJfaWQ9YWE0OTFlZjdmMWQ5NjRlNDk3OWZiNzg0ZTc0ZTAxZDdXA255dEIKACDDmc9eh5olx1IbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAAA) as a territory with significant autonomy under the Chinese government. The move stems from concerns over China’s increasingly authoritarian treatment of the city, an international trading hub that since 1997 has been considered semiautonomous from Communist Party rule. Just hours after Pompeo’s announcement, China [approved a national security plan](~/AAAAAQA~/RgRgsh7DP0TxaHR0cHM6Ly93d3cubnl0aW1lcy5jb20vMjAyMC8wNS8yOC93b3JsZC9hc2lhL2NoaW5hLWhvbmcta29uZy1jcmFja2Rvd24uaHRtbD9jYW1wYWlnbl9pZD01NiZlbWM9ZWRpdF9jbl8yMDIwMDUyOCZpbnN0YW5jZV9pZD0xODg3NSZubD1vbi1wb2xpdGljcy13aXRoLWxpc2EtbGVyZXImcmVnaV9pZD03NzY3NDk1MiZzZWdtZW50X2lkPTI5NDAwJnRlPTEmdXNlcl9pZD1hYTQ5MWVmN2YxZDk2NGU0OTc5ZmI3ODRlNzRlMDFkN1cDbnl0QgoAIMOZz16HmiXHUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAAA~) that could lead to mass crackdowns on civil liberties for Hong Kong’s 7.5 million residents. Pompeo has said the security measure would be a “death knell” for the city.
- If the administration follows through on reclassifying Hong Kong, Trump could impose the same high tariffs on its exports that he has already placed on goods coming from mainland China. It may also limit the goods that American businesses are allowed to sell to Hong Kong-based companies because of concerns over national security and human rights. All of this, of course, plays out during an election year in which Trump and Joe Biden have [sought to vilify China](~/AAAAAQA~/RgRgsh7DP0TsaHR0cHM6Ly93d3cubnl0aW1lcy5jb20vMjAyMC8wNS8xNS91cy9wb2xpdGljcy90cnVtcC1hZHMtam9lLWJpZGVuLmh0bWw_Y2FtcGFpZ25faWQ9NTYmZW1jPWVkaXRfY25fMjAyMDA1MjgmaW5zdGFuY2VfaWQ9MTg4NzUmbmw9b24tcG9saXRpY3Mtd2l0aC1saXNhLWxlcmVyJnJlZ2lfaWQ9Nzc2NzQ5NTImc2VnbWVudF9pZD0yOTQwMCZ0ZT0xJnVzZXJfaWQ9YWE0OTFlZjdmMWQ5NjRlNDk3OWZiNzg0ZTc0ZTAxZDdXA255dEIKACDDmc9eh5olx1IbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAAA) while painting each other as being close to the Chinese government. - Betsy DeVos is working to make sure all students have access to federal education funding during the coronavirus pandemic — [even students who attend private schools that are already well-funded](~/AAAAAQA~/RgRgsh7DP4QuAWh0dHBzOi8vd3d3Lm55dGltZXMuY29tLzIwMjAvMDUvMjcvdXMvcG9saXRpY3MvYmV0c3ktZGV2b3MtY29yb25hdmlydXMtcHJpdmF0ZS1zY2hvb2xzLmh0bWw_YWN0aW9uPWNsaWNrJmNhbXBhaWduX2lkPTU2JmVtYz1lZGl0X2NuXzIwMjAwNTI4Jmluc3RhbmNlX2lkPTE4ODc1Jm1vZHVsZT1TcG90bGlnaHQmbmw9b24tcG9saXRpY3Mtd2l0aC1saXNhLWxlcmVyJnBndHlwZT1Ib21lcGFnZSZyZWdpX2lkPTc3Njc0OTUyJnNlZ21lbnRfaWQ9Mjk0MDAmdGU9MSZ1c2VyX2lkPWFhNDkxZWY3ZjFkOTY0ZTQ5NzlmYjc4NGU3NGUwMWQ3VwNueXRCCgAgw5nPXoeaJcdSG3RyaXN0cmFtYmFsZHdpbjkwQGdtYWlsLmNvbVgEAAAAAA~~). DeVos, the education secretary, has long worked to tilt funding away from public education and toward charter and private schools. This month, she [drew criticism](~/AAAAAQA~/RgRgsh7DP4QCAWh0dHBzOi8vd3d3Lm55dGltZXMuY29tLzIwMjAvMDUvMTUvdXMvcG9saXRpY3MvYmV0c3ktZGV2b3MtY29yb25hdmlydXMtcmVsaWdpb3VzLXNjaG9vbHMuaHRtbD9jYW1wYWlnbl9pZD01NiZlbWM9ZWRpdF9jbl8yMDIwMDUyOCZpbnN0YW5jZV9pZD0xODg3NSZubD1vbi1wb2xpdGljcy13aXRoLWxpc2EtbGVyZXImcmVnaV9pZD03NzY3NDk1MiZzZWdtZW50X2lkPTI5NDAwJnRlPTEmdXNlcl9pZD1hYTQ5MWVmN2YxZDk2NGU0OTc5ZmI3ODRlNzRlMDFkN1cDbnl0QgoAIMOZz16HmiXHUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAAA~) for her guidelines on how education funding in the Coronavirus Aid, Relief and Economic Security Act should be spent. Those guidelines instructed school districts to share funding that Congress had meant for public schools with wealthier private institutions.
- Education officials across the country said DeVos’s rules would divert millions of dollars away from disadvantaged students, and an association representing the nation’s school superintendents told districts to ignore the guidance; Indiana and Maine have already said they will. But in a letter last week, DeVos fired back. “There is nothing in the act suggesting Congress intended to discriminate between children based on public or nonpublic school attendance, as you seem to do,” she wrote to state education chiefs.
- Trump has been railing against expanding access to mail-in voting, even though he votes by mail as a legal resident of Florida. It turns out he has that in common with his press secretary, Kayleigh McEnany, who has been the public face of Trump’s anti-mail-voting crusade over the past week, promoting the widely debunked argument that the voting method can lead to rampant fraud. McEnany is also a Floridian, and she has voted by mail 11 times in the past decade, according to a [Tampa Bay Times report](~/AAAAAQA~/RgRgsh7DP4QtAWh0dHBzOi8vd3d3LnRhbXBhYmF5LmNvbS9mbG9yaWRhLXBvbGl0aWNzL2J1enovMjAyMC8wNS8yNy90cnVtcC1wcmVzcy1zZWNyZXRhcnkta2F5bGVpZ2gtbWNlbmFueS1oYXMtdm90ZWQtYnktbWFpbC0xMS10aW1lcy1pbi0xMC15ZWFycy8_Y2FtcGFpZ25faWQ9NTYmZW1jPWVkaXRfY25fMjAyMDA1MjgmaW5zdGFuY2VfaWQ9MTg4NzUmbmw9b24tcG9saXRpY3Mtd2l0aC1saXNhLWxlcmVyJnJlZ2lfaWQ9Nzc2NzQ5NTImc2VnbWVudF9pZD0yOTQwMCZ0ZT0xJnVzZXJfaWQ9YWE0OTFlZjdmMWQ5NjRlNDk3OWZiNzg0ZTc0ZTAxZDdXA255dEIKACDDmc9eh5olx1IbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAAA). “Absentee voting has the word absent in it for a reason,” McEnany, a Florida homeowner who attended school in Miami during some of those years, told the newspaper. “It means you’re absent from the jurisdiction or unable to vote in person.” But Florida’s voting rules do not allow for only absentee voting; the state permits any voter to request a mail-in ballot, without explanation. In Florida, a recent investigation into alleged voter fraud [ended](~/AAAAAQA~/RgRgsh7DP4RRAWh0dHBzOi8vd3d3LnBvbGl0aWNvLmNvbS9uZXdzbGV0dGVycy9mbG9yaWRhLXBsYXlib29rLzIwMjAvMDUvMjEvZmxvcmlkYXMtbG9uZy1ydW5uaW5nLXZvdGVyLWZyYXVkLXByb2JlLWVuZHMtZGVzYW50aXMtdW5sZWFzaGVzLW9uLWZvcm1lci1oZWFsdGgtZGVwYXJ0bWVudC1lbXBsb3llZS00ODkyODg_Y2FtcGFpZ25faWQ9NTYmZW1jPWVkaXRfY25fMjAyMDA1MjgmaW5zdGFuY2VfaWQ9MTg4NzUmbmw9b24tcG9saXRpY3Mtd2l0aC1saXNhLWxlcmVyJnJlZ2lfaWQ9Nzc2NzQ5NTImc2VnbWVudF9pZD0yOTQwMCZ0ZT0xJnVzZXJfaWQ9YWE0OTFlZjdmMWQ5NjRlNDk3OWZiNzg0ZTc0ZTAxZDdXA255dEIKACDDmc9eh5olx1IbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAAA) with no charges being filed.

Biden seized the opportunity to mark a line of division between Trump and himself. On CNN, he said the president was “an absolute fool” to poke fun at him for wearing a mask. “I mean, every leading doc in the world is saying you should wear a mask when you’re in a crowd,” he said.
“This macho stuff,” Biden added, “it’s costing people’s lives.”
Many Republican politicians — in Washington and elsewhere in the country — have distanced themselves from the president’s anti-mask stance.
