⢠The chances of resolving nuclear tensions with North Korea diplomatically plunged after President Trump said that his secretary of state, Rex Tillerson, was â[wasting his time trying to negotiate with Little Rocket Man](
Mr. Tillerson, above right, had raised hopes by saying [the U.S. was in direct communication with the North]( and inviting talks. He was briefly in China over the weekend, where Beijingâs anger at Seoul for embracing a U.S. missile defense system [has masked a trade boom between the two countries](.
[Mr. Trump plans to travel to five Asian nations]( over 12 days in November, including three critical to the North Korea crisis: Japan, South Korea and China.

⢠In Spain, the region of [Cataloniaâs defiant attempt to hold an independence referendum]( descended into chaos. More than 450 people were injured after the police, who were sent by the government in Madrid from other parts of Spain, used rubber bullets and truncheons to disperse voters.
Though it was far from clear that Sundayâs vote would produce a reliable result, both sides quickly claimed victory â and victimization.

⢠Russia is honoring the memory of [Kim Philby, a notorious British double agent]( who defected to Moscow in 1963 and died there in 1988. The tributes â including a portrait in a state art gallery and an upcoming film â indicate the growing influence of Russiaâs military and security services.

China is not the only country enjoying a holiday today. India is celebrating Gandhi Jayanti, honoring the birthday of Mohandas Karamchand Gandhi in 1869.
For leading the nonviolent struggle to win Indiaâs independence from the British Raj, he is considered the father of the nation. But first, he helped lead the fight against apartheid in South Africa.
[Starting in the 1890s]( his focus was on improving the lot of Indians there, but by the time he left in 1914, he had [embraced the empowerment of blacks as well]( saying, âThis land is theirs by birth.â
Beloved around the world for standing up for the humble and eschewing violence in the pursuit of justice, he is often quoted. But he is also often misquoted.
These are some of the statements commonly attributed to him, but for which there is [no authoritative corroboration](
âBe the change you wish to see in the world.â âAn eye for an eye will make the whole world blind.â
And: â[First they ignore you]( then they laugh at you, then they fight you, then you win.â
That last has resurfaced recently, cited in tweets by [President Trump]( and [a leader of the German far-right party]( Alternative for Germany.
