The move was inevitable given the rise of infections and the political dynamics at work that reward officials for shutting things down and make resisting calls for lockdowns risky. Consider a hypothetical surge in COVID cases that would cost 50,000 lives over three months. If a politician shuts down businesses and tells residents to stay at home, he can claim credit for holding deaths down to 50,000, and say without fear of contradiction that things would have been much worse. If the same official instead declined to issue stay-at-home orders, he would be blamed for every single one of those deaths. Regardless of their effectiveness, lockdowns will happen so long as this dynamic reigns. It’s likely the strong rebound after the lockdown crash of February and March has made many investors hesitant to sell into bad news. And even though we don’t have a bipartisan economic relief package in the works this time around, we do have the vaccine. So investors can at least look forward to a day when we might be less at the mercy of this particular pandemic. Another thing that may be different this time around is the possibility of rising resistance. Last time around, while there was some grassroots resistance to lockdowns, most elected officials went along with the recommendations to shut down business activity for weeks. That might not be true this time. Republican governors will feel less compunction to follow the guidance of the White House.
