CNN, the network hosting the June 27 debate, [required candidates]( to have at least four qualifying national polls with at least 15% support and ballot access in enough states to potentially win a majority in the Electoral College—270 electoral votes. Kennedy received at least 15% in [three qualifying polls](and was on the ballot in six states, making him eligible for only 89 electoral college votes. In a statement, Kennedy described his exclusion as “undemocratic, un-American, and cowardly.” Kennedy filed a legal complaint to the Federal Election Commission.
