The reports of new prime minister Sir Keir Starmer and £35,000 worth of free football tickets brought [renewed controversy over the independent regulator](~/AAAHagA~/RgRoz_AuP0TkaHR0cHM6Ly93d3cuaW5kZXBlbmRlbnQuY28udWsvc3BvcnQvZm9vdGJhbGwvZXVyby0yMDI4LXVlZmEtYmFuLWluZGVwZW5kZW50LXJlZ3VsYXRvci1iMjYxMzIzNi5odG1sP2xpZD13dXEzZGFzOG5kcjUmdXRtX21lZGl1bT1lbWFpbCZ1dG1fc291cmNlPWJyYXplJnV0bV9jYW1wYWlnbj1SZWFkaW5nIHRoZSBHYW1lIE5ld3NsZXR0ZXIgMjAtMDktMjAyNCZ1dG1fdGVybT1JTkRfRm9vdGJhbGxfQ0RQVwVzcGNldUIKZs8ua-1mQlNJWlIbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAMj), and whether that could represent a conflict of interest. While one reasonable defence was that the Labour leader now has to live by a different level of security, the entire story really displays the way every angle is being used to foster debate about the independent regulator. Almost everyone in football was wondering about how Uefa’s letter to the Football Association got leaked, not least within the European confederation. There was some irritation at that level about how the letter was presented, as if they were against the regulator. At the same time, some officials talk of how key figures within the European body are highly attuned [to the Manchester City hearing](~/AAAHagA~/RgRoz_AuP0TgaHR0cHM6Ly93d3cuaW5kZXBlbmRlbnQuY28udWsvc3BvcnQvZm9vdGJhbGwvbWFuLWNpdHktY2hhcmdlcy13aGF0LWFyZS1sYXRlc3QtZmZwLWIyNjEzNDIwLmh0bWw_bGlkPWszZzdvazNmMTExNyZ1dG1fbWVkaXVtPWVtYWlsJnV0bV9zb3VyY2U9YnJhemUmdXRtX2NhbXBhaWduPVJlYWRpbmcgdGhlIEdhbWUgTmV3c2xldHRlciAyMC0wOS0yMDI0JnV0bV90ZXJtPUlORF9Gb290YmFsbF9DRFBXBXNwY2V1Qgpmzy5r7WZCU0laUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAyM~), and keenly scouring for any information. That is said to partly be because there is a wariness that any strong punishment could make Uefa look bad, given how the CAS appeal went with their own case in 2020. City insist on their innocence. This all comes as rumours rise up again about a new form of the Super League under development, which is all the more relevant [amid the muted response to the new Champions League](~/AAAHagA~/RgRoz_AuP0TnaHR0cHM6Ly93d3cuaW5kZXBlbmRlbnQuY28udWsvc3BvcnQvZm9vdGJhbGwvY2hhbXBpb25zLWxlYWd1ZS11ZWZhLWxpdmVycG9vbC1yZWFsLW1hZHJpZC1iMjYxMTQ0OS5odG1sP2xpZD1vcmU4bGVnNWRrZmkmdXRtX21lZGl1bT1lbWFpbCZ1dG1fc291cmNlPWJyYXplJnV0bV9jYW1wYWlnbj1SZWFkaW5nIHRoZSBHYW1lIE5ld3NsZXR0ZXIgMjAtMDktMjAyNCZ1dG1fdGVybT1JTkRfRm9vdGJhbGxfQ0RQVwVzcGNldUIKZs8ua-1mQlNJWlIbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAMj). The new idea is said to involve a 64-team tiered competition - although it is of course no coincidence these rumours came from Spain. While there is absolutely no political will for the old ‘big six’ to join up, it has been noted how there would be that bit more openness to do so in the time before an independent regulator comes in and prohibits it. Super League figures were themselves keenly watching Uefa’s letter to FA, and pointing to how this is predictable overstep from the European confederation. The Super League has recently been engaged in a lot of lobbying going on in Brussels. As we say, a lot of politics, and layers and layers to it. The Premier League absolutely don't want the regulator, and are generally aligned with Uefa, especially against the Super League. The independent regulator would stop English clubs joining up to the Super League, but the Uefa letter to the FA regarding that has potentially caused issues. This is all as many of these parties are aggravated with Fifa about the new Club World Cup and what it means. Still with us? Is it any wonder the game is in the political mess that it appears? City's "confidence" amid tentative timescale for hearing On the City hearing, the line that is going around a lot of football right now is that the club are “extremely confident they will be cleared”. This is often said in a sort of knowing or resigned way, as if [an outcome that goes their way is inevitable](~/AAAHagA~/RgRoz_AuP0TyaHR0cHM6Ly93d3cuaW5kZXBlbmRlbnQuY28udWsvc3BvcnQvZm9vdGJhbGwvcHJlbWllci1sZWFndWUtc2Vhc29uLW1hbi1jaXR5LXJ1bGVzLWFyc2VuYWwtdG90dGVuaGFtLWIyNTk3MzY0Lmh0bWw_bGlkPTFlNHA4YWpweXFyciZ1dG1fbWVkaXVtPWVtYWlsJnV0bV9zb3VyY2U9YnJhemUmdXRtX2NhbXBhaWduPVJlYWRpbmcgdGhlIEdhbWUgTmV3c2xldHRlciAyMC0wOS0yMDI0JnV0bV90ZXJtPUlORF9Gb290YmFsbF9DRFBXBXNwY2V1Qgpmzy5r7WZCU0laUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAyM~). That’s of course possible, but it’s worth remembering that this is always the club's stance on pretty much everything. Some of that is an extension on the type of ownership at the club, which is ultimately about Abu Dhabi projecting power. An extreme confidence entirely fits in with that, just like was the case with the initial Financial Fair Play case in 2014. City had to pay a €20m fine as part of a “settlement” with Uefa, the kind of outcome that was never supposed to be part of the regulations. Football Leaks later revealed there had been a lot of legal threats and back-channel discussions, that involved then Uefa general secretary Gianni Infantino, as well as one infamous line. That was City chairman Khaldoon al Mubarak being quoted that “he would rather spend 30 million on the 50 best lawyers in the world to sue them for the next 10 years”. The reality is that nobody knows how this is going to turn out, as partly illustrated by how so little has come out from the first week of the hearing. There is currently a vague idea for a timescale, though: the hearing finishes in January, an outcome is announced in February, any appeals to be concluded by April. Even that is subject to all kinds of factors, though. The World is not enough for Big Football On top of all of this then is the Club World Cup. Broadcasters currently don’t want it at these prices, as evidenced by the Athletic report on Fifa calling a meeting, but neither do the players. It almost felt like the [entire opening week of the new Champions League](~/AAAHagA~/RgRoz_AuP0TwaHR0cHM6Ly93d3cuaW5kZXBlbmRlbnQuY28udWsvc3BvcnQvZm9vdGJhbGwvY2hhbXBpb25zLWxlYWd1ZS1wcmV2aWV3LXN1cGVyLWxlYWd1ZS1jbHViLXdvcmxkLWN1cC1iMjYxNDAzMy5odG1sP2xpZD1xbHdzc2phdnI0OHEmdXRtX21lZGl1bT1lbWFpbCZ1dG1fc291cmNlPWJyYXplJnV0bV9jYW1wYWlnbj1SZWFkaW5nIHRoZSBHYW1lIE5ld3NsZXR0ZXIgMjAtMDktMjAyNCZ1dG1fdGVybT1JTkRfRm9vdGJhbGxfQ0RQVwVzcGNldUIKZs8ua-1mQlNJWlIbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAMj) - which has many of its own issues that have been discussed on these pages - brought more debate about the problems with the number of games rather than analysis of the games themselves. And why wouldn’t it? It’s not like any of them feel like they mean much right now. There is still more substance than to the Club World Cup, of course, which still doesn’t have venues, broadcast deals or prize money confirmations. The clubs, ultimately, want more money than Fifa can currently promise. This brings the entire issue [regarding Rodri’s comments](~/AAAHagA~/RgRoz_AuP0TtaHR0cHM6Ly93d3cuaW5kZXBlbmRlbnQuY28udWsvc3BvcnQvZm9vdGJhbGwvcm9kcmktc3RyaWtlLW5ldy1jaGFtcGlvbnMtbGVhZ3VlLWZvcm1hdC1tYW4tY2l0eS1iMjYxNDI1NS5odG1sP2xpZD11ZXAxY2F1b2doa2wmdXRtX21lZGl1bT1lbWFpbCZ1dG1fc291cmNlPWJyYXplJnV0bV9jYW1wYWlnbj1SZWFkaW5nIHRoZSBHYW1lIE5ld3NsZXR0ZXIgMjAtMDktMjAyNCZ1dG1fdGVybT1JTkRfRm9vdGJhbGxfQ0RQVwVzcGNldUIKZs8ua-1mQlNJWlIbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAMj)full circle. A large part of this is because the clubs are involved in a wage race to create the most commercially lucrative teams in the world. It has been estimated that 75% of any Club World Cup prize money would still just go to most of the best-paid players in the world, anyway. They obviously aren’t going to turn down more money, but it does feel like maybe all of this is starting to reach an impasse. Meanwhile, the response to both the Club World Cup and the new Champions League has been lukewarm, at best. Manchester United’s Carabao Cup win over Barnsley had over 12,000 more fans than Milan-Liverpool - 72,063 against 59,826. Part of that was Milan drastically raising prices, but that is part of the issue: clubs trying to treat these new group stage games as if they are big knock-out matches… when they are just not. It was one of those parts of the schedule that can work out quite nicely, especially with Milan being so close to Bergamo. That offered an opportunity to compare two clubs quite geographically close to each other, but with huge contrasts, and some modern parallels. Milan are one of the giants of the game, struggling to adjust to a new world and consequently taken over by American capitalist owners, in a historic stadium they are seeking to leave. Atalanta were long football minnows, but that has allowed them an agility in the modern game, where a local president has worked well with American investors, as visible in one of those nice compact new stadiums. Bergamo itself is one of those classically beautiful Italian towns so easily overlooked, with the medieval upper part well worth the admittedly uphill walk there. You will see a bit of graffiti bemoaning Fiorentina, Brescia and Juventus. Pointedly, the club were at one point so conscious of how every child in the town should be an Atalanta fan that there was an initiative that toddlers be gifted with shirts.   QUOTE OF THE WEEK     “I think we are close to that… If it keeps this way, it will be a moment that we have no other option, but let's see.” Rodri says players would consider strike action over the calendar, as it felt like the new Champions League’s launch week was dominated by talk of the increase in matches rather than the matches themselves   Reading the game quiz Manchester City-Arsenal takes place on Sunday, and it could yet be a game that sees the two clubs finish in the top two for the third consecutive season. There have only been three previous periods in English football history when the same two clubs have finished in the top two for three years or more.
