Some of the science is over my head (surprise, surprise) but it all comes down to the nano-emulsion. See, just like with Good Vibes, Nice Dreams, and Cruise Chews, the THC in High & Dry Seltzers is nano-emulsified. In fact, it has to be so the THC will mix with a water based drink. (Otherwise it'd just float on top like oil in a rain puddle...)
