Three weeks after President Joe Biden’s shock withdrawal from the 2024 White House race catapulted Vice President Kamala Harris to the top of the ticket – and with just over 80 days until Election Day – the new Democratic nominee is sharpening her economic pitch to voters. On Saturday, amid a barnstorming tour of battleground states that has drawn thousands to see her speak in person, Harris promised to roll out more of her policies this week, with a focus on bringing costs down for American consumers angry about the cost of living. She also proposed the elimination of federal taxes on tips for service and hospitality workers. Former President Donald Trump floated a similar idea weeks ago. Doing so would require getting legislation through a fractious Congress. It’s also a potentially shrewd political move. Both candidates unveiled their versions in Nevada, where hotel and restaurant unions have powerful get-out-the-vote machines. Harris had won one major group’s endorsement a week ago. The Harris campaign later reiterated she would pair this tax cut with a push to raise the federal minimum wage. One criticism of ending levies on tips is that doing so could substitute for minimum wage increases that would greatly benefit workers at lower-end restaurants. The Unforgiving Calendar The head-spinning twist of Biden stepping aside and the compressed timetable until Americans vote significantly complicated what had been a fairly straightforward (though definitely not easy) mission for Harris: Defend the Biden record while attacking Trump. She’ll still have to respond to the Republican ticket’s attacks on the White House and take shots at Trump. But now she’s looking to come up with her own promises about what she will and won’t do on the economy if she wins. That means: Deciding what to keep as her own from the Biden agenda and what to toss out. Doing the same from her other stints in politics: As senator, as candidate for president in 2019 and as attorney general of California. Coming up with proposals specific to the current moment in politics, when voters are deeply upset about the surge in cost of living since Biden and Harris took office in January 2021 as well as about illegal immigration over the last three years. Sometimes It’s What You Don’t Want to Do That Matters. Harris has not yet put together her own formal policy platform and her official campaign page has no section explaining where she stands on major issues. She does focus on a few critical policy matters in her stump speech, albeit not in any great detail. They include the cost of living. “We believe in a future where we lower the cost of living for America's families so that they have a chance not just to get by but to get ahead. Because while our economy is doing well by many measures, prices for everyday things like groceries are still too high,” she said last week in Eau Claire, Wisconsin. “You know it, and I know it.” She also riffs on affordable housing, health care and child care, as well as paid leave, and blames higher prices on: “price-fixing schemes,” “big corporations that engage in illegal price gouging,” “corporate landlords” and “Big Pharma.” But over at Axios, Stef W. Kight has tracked an interesting phenomenon: Harris insiders quietly distancing her from some of her past support for a range of progressive policies. Call it the piecemeal platform. Presidential candidate Harris had said in 2019 that she favored banning hydraulic fracturing, better known as fracking, which plays a key role in the must-win battleground of Pennsylvania. Her campaign recently said she does not favor a ban on the practice. What about her support in 2019 for mandatory buyback programs for assault rifles? No longer operative, Fox News reported recently. She also won’t push for "Medicare for All," the Hill reported. And Kight reported that Harris, who had once backed downgrading illegal border crossings to civil offenses, now says, via a campaign official, that “unauthorized border crossings are illegal.” In fact, the vice president now reaches back to her time as California attorney general, or – as she put it in her stump speech – “the attorney general of a border state.” She also promises to bring back the bipartisan immigration bill that Trump killed. That could cost her some support among Democrats who see that legislation as overly harsh. We’ll know more about where Harris stands after the Democratic National Convention later this month, as well as her Sept. 10 debate with Trump on ABC. She has teased the possibility of a formal interview, as well. Harris has clearly and easily convinced Democrats to accept her as their presidential candidate. Now she must convince skeptics that they’d like what she’d do if she got to the White House. It’s a tough sell. Voters have been sour on the Biden economic record for a long time, mostly because of the way inflation has made almost everything more expensive than when he took office, crowding out positive news like robust growth and job creation. But the Harris momentum is real, for now. My colleague Tim Smart reports on two recent polls – one from the Financial Times and the University of Michigan and the other from CNBC and Generation Lab – that point to her faring better than Trump on the economy among voters. Harris' lead in both polls is within the margin of error, but perhaps most telling is how she's flipped the script from angst toward Biden. “It is a new twist in the increasingly volatile 2024 campaign that the Democratic candidate for the White House is ahead on the economy,” Tim writes.
