Like any good organization, every state and every race we're targeting has a budget. If we meet our goals, everything gets fully funded and Democrats have a great chance to win. If we don't meet our budget goals, we have to start deciding what states and races to pull money out of. And then it's a question of priorities. What races and states MUST we win? And where can we make sacrifices? That's where we're at right now. Unless we hit our goals.
