(Irwin Thompson/DMN File) DALLAS [Here's an early look at who has the most money in Dallas' mayoral race]( Candidates could begin to officially file to run for Dallas mayor this week, [but the money is already flowing into the race](. With no clear favorite among the nine announced contenders — and with many of them sporting deep pockets and deeper connections — early signs show that this could be a multimillion dollar race well before the May election arrives. Despite all but one candidate launching their campaigns within the past 50 days, semi-annual campaign finance reports filed on Tuesday show that six of the candidates have raised a total of $757,026 from July 1 to Dec. 31. ADVERTISEMENT POLITICS [Appeals court overturns judge's ruling that blocked Texas from ousting Planned Parenthood from Medicaid]( A federal appeals court issued a decision Thursday [overturning a judge's 2017 ruling that Texas could not remove Planned Parenthood as a Medicaid provider](. U.S. District Court Judge Sam Sparks wrote in that ruling that the state had acted "without cause" in terminating the reproductive health care organization from the program that provides health care to low-income Americans. But a three-judge panel of the 5th U.S. Circuit Court of Appeals said that Sparks did not use the correct standard in making his decision. The case now returns to Sparks for further consideration. The case involved an eight-hour, secretly recorded video released by the anti-abortion group Center for Medical Progress in which Planned Parenthood employees at an abortion clinic in Houston discussed the collection of fetal tissue for research projects. Also: [Rep. Brian Babin]( to block Muslim Rep. Rashida Tlaib’s trip to West Bank]( calling her trip a 'dangerous' signal. And: Dallas city officials worry that [hundreds of millions of dollars in flood control funding for the Trinity River corridor]( be siphoned off to build a border wall]( if President Donald Trump declares a national emergency at the U.S.-Mexico line. Meanwhile: Richardson ISD announced Thursday that it had settled a lawsuit [alleging that its at-large system for electing board trustees was in violation of the Voting Rights Act](. CRIME [Arlington police release footage showing fatal shootout during traffic stop]( Arlington police have released dash-cam and body-cam footage of the moments leading up to the shootout [during a traffic stop last week that left one man dead and an officer seriously injured](. The shooting happened shortly after 10 p.m. Jan. 11 when an Arlington officer attempted to stop a car that failed to use a turn signal, police said. The car, which was occupied by four people, pulled into a Tom Thumb parking lot in the 1700 block of West Randol Mill Road. The officer called for backup after smelling marijuana in the car, police said. When additional officers arrived, the driver and front-seat passenger were asked to step out of the car. The passenger, 20-year-old Treshun Miller, took off running after he exited the car, police said. An officer chased after him and Miller shot the officer, according to police. Another officer returned fire and fatally wounded Miller, police said. And: A Texas man has been [indicted on 20 counts stemming from allegations of raising more than $500,000 from fraudulent political committees]( for Donald Trump, Hillary Clinton and Bernie Sanders.
