These two bills went through the entire hearing and markup process in the D.C. Council and were enacted into law. Now Congress, where D.C. residents have no representation, will attempt to overturn them. D.C.’s lack of statehood has consistently made it a target of Republican lawmakers. Congress has ultimate jurisdiction over the district and continues to exercise authority over D.C. local affairs. Congress reviews all D.C. legislation before it can become law, can modify or even overturn such legislation, impose new and unwanted laws on the District, and retain authority over the local budget. Nowhere else in the country has to undergo this law-making process. D.C. also has no representation in Congress and, ultimately, no say over local laws and budgets as a result.
