She said she was creating a whistle-blower hotline for anyone to complain about âwhat is occurringâ at state colleges. (Sioux Falls Argus Leader) FINANCES [Most U. of Wisconsin System Campuses Have Budget Deficits in the Millions]( The universityâs Milwaukee campus topped the list with a projected deficit of $18.8 million. The news comes as the annual [State Higher Education Finance report]( showed that Wisconsin provided nearly double the amount of financial support per student at two-year technical colleges than at state universities.
